Position Description

Seattle Public Utilities (SPU) is seeking a Senior Civil Engineer to join “Our Team” in delivering largest and most complex civil infrastructure project to date: the Ship Canal Water Quality Project (SCWQP), a $420M+ underground storage tunnel with neighborhood conveyance systems with flow control structures that will reduce the amount of polluted water that spills into Seattle waterways. 

Working within SPU policies and procedures, the employee’s responsibilities will include technical engineering design coordination and review, consultant contract procurement and management, facilitating workshops, supporting permit acquisition, supporting environmental studies and issues, and coordinating with other branches of SPU and other City departments.

Job Responsibilities

This position will coordinate and perform senior-level project engineering in professional civil, structural, and geotechnical engineering duties in the initiation, option analysis, design, construction, closeout, and operation and maintenance of municipal public works, utilities, and services projects. 

Will require an extensive knowledge of the principles, practices, and procedures of civil, structural, geotechnical, and construction engineering, including methods, materials, equipment, and techniques used in civil engineering and construction;  extensive knowledge and ability to perform civil engineering design, cost estimating, drafting, and computations in order to oversee the development of contract documents, including construction drawings and project specifications which reflect interpretation of existing plans and specifications, required codes, permit requirements,  real properties, and environmental requirements. 

Examples of Duties:

  • Serves as Project Engineer on the SCWQP Fremont Conveyance work package coordinating technical design that includes combined sewer conveyance from existing combined sewer to storage tunnel, flow control diversion structures which include weirs and/or automatic real-time gate, flow monitoring structure, watermain relocation, rehabilitation of existing sand catcher structure, electrical, instrumentation and control, street restoration, and landscaping. The project team is a multidisplinary team comprised of SPU and consultant designers.
    • Serves as Lead Civil Designer for SCWQP Ballard Conveyance work package. Project is currently in Option Analysis phase. Approximately 2,000 linear feet of combined sewer conveyance pipe from existing combined sewer to storage tunnel. flow control diversion structures which include weirs and/ or automatic real-time gate, flow monitoring structure, grit removal structure, electrical, instrumentation and control, street restoration, and landscaping.
  • Coordinates and/or prepares contract documents, technical specifications and plans using sound knowledge of the principles, practices and procedures of civil engineering and asset management
  • Performs preliminary and final design and/or prepares design criteria for geotechnical, structural, tunneling, hydraulics, sewers, storm drains, water mains, transmission pipelines, pump stations, shoring and retaining structures, and other related public works projects
  • Reviews and/or prepares cost estimates, engineering reports, and technical memoranda for public works projects.
  • Monitors the work of consultants to ensure compliance with contract provisions and scope of work.

Minimum Qualifications:
Education- Bachelor’s Degree in Civil Engineering, Civil Engineering Technology, Environmental Engineering, or related field.
Experience- Five (5) or more years of professional civil engineering experience. 
Education/Experience Equivalency- A combination of education, training or experience which provides an equivalent background required to perform the work of the class may substitute for the required education or experience.

  • Current Registration as a Professional Engineer in the State of Washington.
  • Current Washington State driver’s license or ability to obtain the license prior to start date.

The ideal candidate will also have the following:

  • Lead design experience on technically complex projects
  • Broad based engineering skills encompassing drainage and wastewater engineering, hydraulic engineering, geotechnical engineering, microtunneling, pipeline design, pump station design, and knowledge of environmental/permitting processes.
  • AutoCAD and Civil 3D, or Revit (or equivalent CAD software) proficiency.
  • Project management experience.
  • Proven record of successfully managing engineering solutions for high dollar, high visibility infrastructure projects with multiple stakeholders.

Work Environment/Physical Demands:

  • Most work is performed in a normal City work/office environment.
  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
  • May be required to lift over 50 pounds.
  • May be required to stand, walk, or bend for extended periods of time.
  • May be required to work nights, evenings, weekends, and/or holidays.
